Add descriptions to Temporal Cloud namespaces

You can now add an optional description to any Temporal Cloud namespace to explain what it's for. Descriptions can be set during namespace creation or edited later via Web UI, Cloud Operations API, Temporal CLI and Terraform.

Descriptions are visible to users with Namespace Read access. Do not include secrets, personal data, or other confidential information.
